No. Each Azure Tenancy requires a separate CloudMonitor installation. However, you do not need 2 licenses as multiple CloudMonitor instances can share a single license as long as you are under the Cost Group and Subscription limits.
CloudMonitor lives inside of your Azure Active Directory Tenancy. The CloudMonitor Analytics Engine is then connected via an Azure Service Principal, which belongs to a single AD Tenancy. This Service Principal reads the cost and metadata for the Azure resources for that Tenancy.
This means that each AD Tenant would require its own Service Principal, CloudMonitor Analytics Engine and Power BI Report which will monitor the Subscriptions and Resources in its specific Tenancy.
Each AD Tenancy/Active Directory will have its own PowerBI and CloudMonitor Analytics Engine for Subscription reporting.
